Niagara Regional Police responded to a theft in progress near the Lake Erie Waterfront in Port Colborne.
On Wednesday, around noon, two men were spotted crossing the ice on bicycles to a break wall near the lighthouse, allegedly stealing cable and wire.
Officers from the NRPS Marine Unit, equipped with ice survival suits, arrested one suspect on the ice.
The second suspect attempted to flee but was caught after wading into open water and coming ashore around 2:10 p.m.
Both suspects were checked for hypothermia. The investigation is ongoing.
